Administrative History Note:     The Federal Civil Defense Administration (FCDA) was established as an independent agency by an Act of January 12, 1951 (64 Stat. 1245). The functions of FCDA were to administer the national civil defense program and to coordinate military, industrial, and civilian mobilization. These functions were transferred to the Office of Defense and Civil Mobilization (ODCM) when FCDA was abolished in the merge with the Office of Defense Mobilization by Reorganization Plan No. 1 of 1958, effective July 1, 1958.
